Toggle Your Apple Phone Updates To "Off" 

people should check two areas...

Settings for automatic updates [Settings > Notifications > General > Software Updates ] Turn automatic updates off

***AND ***

[Settings > Notifications > Government Alerts] Make sure Government Alerts is turned ON.

No word on Android, and presumably this is for US phones...it is not clear.
